In the Format Shape pane on the right, select Text Options. Select the third icon, Textbox, and then select the option that you want from the Text direction list.

Drag the text box handle on the right toward the left until the text box is narrow and the text appears stacked. Position the text box handles to contain the vertically stacked text if necessary.

Select the Rotation handle at the top of the text box and then drag in the direction that you want. To constrain the rotation to 15-degree angles, hold the shift key while you drag the rotation handle.
